Nouveau Vélo defies the whole cliché that autumn is the time for reflection and melancholy. The Dutch band’s self-titled new album is an exercise in jangle pop goodness—splitting the difference between REM (seriously, listen to the vocals) and the best of New Zealand, circa the 1980s.
